NOTICE
Subject: Engagement of Consultant (Chinese Language)
National Technical Research Organisation invites applications from Indian Nationals for engagement as Consultant (Chinese Language) purely on contract basis for which the ONLINE registration would remain open during the period w.e.f. 16.03.2022 (11 :00 AM) to 25.03.2022 (03:00 PM) :-
Required job responsibilities tasks: -
(i)Translation.
(ii)Analysis.
(iii)Interpretation.
Bachelors Degree with 2 years Diploma in Chinese language; and
(ii)Sufficient experience in translation / transcription
Term of engagement: - The period of contractual engagement shall be for a total period of 3 years. Performance of the engaged professional shall be evaluated periodically. Continuance of contract up to total 3 years would depend upon such periodical assessment! evaluation of performance and organizational requirement.
Value of the Contract:- The 'Value of the Contract' for total period of 3 years shall be commensurate with educational qualification, relevant domain experience, skill set possessed by the candidate and his performance as assessed by the selection committee.
(a)Illustration: The monthly payout for the value of the contact of Rupees 16 lakhs for a total period of
3 years would be as under:-
(i)Rs 41333/- per month for; First year.
(ii)Rs. 44000/- per month for Second year.
(iii)Rs. 48000/- per month for Third year.
(b)The monthly payout (for each year) for the value of the contract above 16 Lakhs shall be fixed pro
portionately as illustrated above.
(c)Increase in monthly payout beyond first year is linked with the periodical performance assessment!
evaluation as mentioned above.
Selection Criteria»
(a)The evaluation/selection criteria is based on 'Quality & Cost Based Selection Method' (QCBS) of selec tion in the ratio of 80:20 (80% weightage.to quality i.e. qualification, skill set, experience, industry certifi cation, performance in interview etc, & 20% on cost i.e. expected remuneration),
(b)An undertaking (format enclosed) to this effect is required to be submitted by the candidate at the time of appearing for interview,
2.Desirous candidates may visit the website https:/Intro.gov.in for ONLINE Registration, During online registration, the candidates are required to fill ,up the relevant field giving details of experience/skill seU industry certification possessed by them, They are also requested to bring the print out of their ONLINE Registration Form at the time of interview/ selection, Those who have not registered online will not be allowed to appear for selection, The dates for ONLINE Registration mentioned above are tentative and the organization reserves its right for any change of date, re-schedule or cancel the recruitment exercise, which would be notified in the above mentioned website,
3.Mere registration will not entitle the candidate to be called for further selection, The registered candidates are required to email legible scanned copy (PDf) of their (1) Matriculation /1 Oth Certificate (2) Graduation/Post Graduation/Diploma in Chinese Language (in support of claim on Essential Educational Qualification), (3) Essential Experience Certificate and (4) Photo 10 (AAOHAR / PAN Card) at recruitment.adm@ntro.gov.in from their registered email 10 by 25.03.2022 (05:00 PM), failing which their registration will be treated as invalid, Suitable criteria may be adopted by the organizatibn for short listing of candidates having valid registrations to be called for further selection,
4.The venue, date & time for reporting of the shortlisted candidates for selection will be uploaded in the said website, The candidates are requested to regularly check the website for updates,
5.This consultancy engagement will be purely on contracts basis. The person so engaged, will not have any claim or right for either regularization or absorption in the organization at any point of time, The candidates selected, will have to sign an agreement accepting the detailed terms and condition of the engagement.
6.Consultant(s) engaged on contract intends to resign during the term of engagement period, will have to give one month notice, In the event of seekinq acceptance of resignation before expiry of one month notice period, then he/ she would be required to deposit with NTRO an amount equivalent to the amount of contract for one month or for the period by which such notice falls short of one month in addition to other clearances / NOC,
7.NTRO reserves sole right to relax/modify any of the above criteria, if candidate is found otherwise suitable for engagement. NTRO reserves sole right to discontinue/terminate the services of person so engaged, at any time, without assigning any reason, This organization also reserves the right to cancel the selection process without intimation and assigning any reason,
8.At the time of appearing for selection, the candidates are required to bring two sets of self attested photocopy of the following documents along with two recent passport size colour photographs and printout of ONLINE Registration Form :-
(a)Matriculation/10th Certificate,
(b)Certificate & Mark sheets in support of essential qualification, (c) Photo 10 (AADHAR or PAN Card),
(d)Other language proficiency certificate (s) claimed, if any,
(e)Experience Certificates in support of his/her claim,
(D)Undertaking (refer Page-4 below) duly completed and signed,
NOTE: The candidates may please note that, if any information given in the Bio-data or photocopy of certificates is found to be wrong or false or incorrect at any stage of selection process or thereafter, their candidature will be cancelled! rejected forthwith without assigning any reason and, if selected, action will be initiated as deemed necessary.
9.No TA/DA will be admissible to the candidates for appearing for selection/interview,

Sub: ESTT. - Filling up of the post of Deputy Chief Mechanical Engineer (Dy. HOD) in the scale of pay of RS.80000-220000 (Pre-revised scale of pay of RS.32900-58000 I 16000-20800) in M & EE Department, Chennai Port Authority on Composite Method - Reg.
1.Applications are invited for filling up of the post of Deputy Chief Mechanical Engineer
(Dy.HOD) in the pay scale of RS.80000-220000 (Pre-revised scale of pay of RS.32900-58000 I
16000-20800) in M & EE Department of Chennai Port Authority, 'through Composite Method, from
the eligible Officers of Major Port Authorities, who possess the prescribed qualifications, experience, as mentioned in the RR, enclosed at Annexure - 1. /'
2.Eligible candidates have to apply through 'Online Application Portal' (OAP) of the Ministry of Ports, Shipping & Waterways (http://onlinevacancy.shipmin.nic.in) and a print-out of the online application should be sent through proper channel, along with the following documents within the stipulated time: -
a)'Copies of educational qualifications and experience,
b)Undertaking of the applicant not to withdraw if selected.
c)A self attested Passport Size Photo of the candidate to be affixed on the application.
3.The Ministry in the letter dated 09.07.2020, has informed that the Appointing Authority as well as Disciplinary Authority for all Dy. HOD level posts will be the Central Government i.e. Secretary (Shipping) and directed all Major Ports to carry out amendments in their service regulations viz. Recruitment, Seniority and Promotion (RS&P), Classification, Control and Appeal and other relevant Regulations as per the laid down procedure.
4.Subsequently, the Ministry by letter dated 29.12.2020 has conveyed that "till amendments in the Service Regulations viz. Recruitment Rules (RRs), Seniority and Promotion (RS&P), Classification, Control and Appeal and other relevant Regulations are notified, Dy. HoD level posts in Major Port s may be filled up only by absorption through Composite Method at Port level. Advertisement for filling up of the posts, DPC etc. may be held at Port level. However. recommendations of the DPCs may be conveyed by Major Port Authorities to this Ministry and obtain approval of the Ministry before issuing appointment orders".
5.As per Ministry's instructions dated 11.08.2021 in respect of filling up the post of Dy.HoD level, in case of receipt of advance copy of application in respect of any applicant by the Port, candidature of the candidate would not be considered by the Port if his I her application is not received within 15 days of the last date of receipt of applications.
6.As per the aforesaid instructions dated 11.08.2021, Port officials, who withdraws his / her candidature for the post after his / her selection by the Services Selection Committee, will be liable for debarment from future selection to Dy.HoD level post in all Major Port Authorities for a period of two years.
7.The selection is by merit for which overall grading in the ACRs/ APARs will not be below"Very good".
8.Ports have to forward the applications of suitable and willing Officers who satisfy the requirements, along with the following documents, so as to reach SECRETARY, CHENNAI PORT AUTHORITY, RAJAJI SALAI, CHENNAI - 600001 , on or before ~ .03.2022: -
(a)Photocopy of ACRs of the applicant for the last 5 years duly attested by an officer, not below the rank of Deputy Head of Department, on each of the page
(b)No Objection Certificate of respective Port Authority.
(c)Vigilance / Administrative Clearance of the Officer in the proforma prescribed at
(d)The veracity of the University Certificates and the recognition of the Oegree obtained by the applicant may be ensured and certified.
(e)If ACR for a particular year/period is not available, a certificate to that effect
should be enclosed.
(f)If any major or minor penalty has been imposed on the applicant during the last 10 years, the details of the disciplinary case leading to such penalty, along with necessary documents, have to be sent.
9.The Officers selected for the above post will be appointed on Composite Method and will be governed by the terms and conditions, prescribed by the Central Government.
10.In terms of Ministry's letter dated 11.08.2021, once the application(s) is I are forwarded in respect of any employee with the prior approval of the competent authority, the Port concerned shall ensure that he I she would be relieved immediately in any case within 30 days of his I her present post in case of selection and appointment to the above post. In case he / she is not relieved within 30 days of his I her appointment to the above said post, it would be deemed as relieved of his I her present post after expiry of 30 days of his / her appointment.
11.The crucial date for determining the eligibility is the last date of receipt of applications, i.e. )...1 .03.2022. Applications received through proper channel will only be considered.
Applications received after the last date I without ACRs / without enclosures, etc, will not be considered.
12.The applications duly forwarded within the due date shall only be considered. Hence the Port Authorities are requested to forward the applications with complete details, so as to reach the undersigned on or before l..1.03.2022.
