Engagement of Graduate (Elect.)/Technician (Elect.) Apprentice Trainees for the period 2022-2023 as per the Apprentices Act, 1961& Apprenticeship Rules 1992 (as amended from time to time)
The West Bengal State Electricity Transmission Company Limited (WBSETCL), a Government of West Bengal Enterprise, engaged in the business of Transmission of Electricity in the State of West Bengal, invites applications from Indian Nationals as Graduate & Technician Apprentices under the Apprentices Act, 1961 for imparting training as per provisions of the said Act, at its Sub-Stations located at different places across West Bengal as given below: -
1. DETAILS OF DISCLIPLINES, VACANCIES & MINIMUM EDUCATIONAL QUALIFICATION:
*Note:
a) The applicants should have passed the Graduation/Diploma in Engineering streams, as stated above, in the year 2019, 2020 & 2021 are only eligible to apply.
b) Only candidates, who will enrol themselves with the National Apprentice Training Scheme (NATS) portal (www.mhrdnats.gov.in) and send an email at wbsetclapprentice@gmail.com, expressing his/her interest towards selection as an apprentice under WBSETCL within 11.03.2022, shall be considered for
selection procedure of candidature of Apprentice under WBSETCL.
c) Candidates, who have previously undergone Apprenticeship Training or are presently undergoing Apprenticeship Training or presently in employment elsewhere are registered for Apprenticeship Training under the Apprenticeship Act elsewhere, are not eligible to apply.
2. RESERVATION:
Reservation will be applied as per the provisions of the Apprentice Act, 1961 and
Apprenticeship Rules 1992 as amended from time to time.
Applicants belonging to SC/ST/OBC(A)/OBC(B) shall produce their caste certificate in the prescribed format issued by the Competent Authority of West Bengal. Those who will submit the necessary certificate of caste by the Competent Authority of outside West Bengal, they will be treated as unreserved candidates.
When the prescribed no. of persons belongs either to the SC or to the ST are not available, the training places so reserved for them may be filled up by persons belongs to ST or, as the case may be, to the SC and if the prescribed training places cannot be filled even in the above manner, then the training places so lying unfilled may be filled up by persons not belonging to the SC or ST.
In case of OBC(A)/OBC(B) candidates, the norms of the Govt. of West Bengal will be followed. If the prescribed training places cannot be filled from OBC(A)/OBC(B) candidates, then the training places so lying unfilled may be filled up by persons not belonging to the OBC(A)/OBC(B).
SC / ST / OBC(A) / OBC(B) for the purpose of this notification means applicants belonging to ‘Scheduled Caste’ / ‘Scheduled Tribe’ / ‘Other Backward Classes (A)’/
‘Other Backward Classes (B)’ category, respectively. Candidates applying from states other than West Bengal shall be treated as General category candidates.
3. AGE LIMIT: -The minimum age of the candidates should be as follows
5. REGISTRATION OF CONTRACT: The selected candidates will be required to sign Contracts of Apprenticeship Training with WBSETCL through online mode as per the rules of the BOPT.
6.PLACE OF TRAINING: The selected candidates will be posted for training at Substations of the Company spread across the state of West Bengal.
7.PERIOD OF APPRENTICESHIP TRAINING: The total period of the training will be for 12 months commencing from the date of execution of the Contract of Apprenticeship.
8.TERMINATION OF CONTRACT: After completion of the apprenticeship training for stipulated period, the Apprenticeship Contract shall automatically cease. There shall be no obligation on the part of WBSETCL to offer any employment thereafter.
Further, any act of indiscipline on the part of the apprentices may lead to cancellation of the training and termination of the Contract with the Apprentice. Suppression of facts or submission of wrong information, whether wilfully or
inadvertently, may also lead to disqualification at any stage of the selection process or even during the training period.
9.
TRAINING HOURS:
The subject line of the e-mail should be ‘APPLICATION FOR ENGAGEMENT AS APPRENTICE_(NATS Registration No.)’ and must be sent from the email Id, registered at National Apprenticeship Training Scheme (NATS) web portal (https://portal.mhrdnats.gov.in).
The candidates, belonging to SC/ST/OBC(A)/OBC(B), will have to attach their
Caste Certificate issued by the Competent Authority of West Bengal to the email.
The email, received after the deadline as mentioned above, will not be taken into consideration while enlisting the candidates for subsequent selection process.
The information submitted above cannot be changed/altered after submission.
Therefore, the candidates must be extremely careful while sending the mail. In case
of receipt of more than 1(one) application/email from a candidate, the information, furnished in the last received application/email, will be considered.
No other mode of application would be accepted.
The eligible candidates are required to mention the overall percentage (%) of marks during registering themselves on the National Apprenticeship Training Scheme (NATS) web portal (https://portal.mhrdnats.gov.in). The candidates, belonging to University/Institute, where CGPA/DGPA is awarded by the University/Institute in the qualifying degree, will have to convert their score to equivalent percentage as per norms adopted by the University/Institute.
However, in case the eligible registered candidates have mentioned the CGPA/DGPA marks during registration, the same would be converted to equivalent Percentage (%) marks following the calculation of the Maulana Abul Kalam Azad University of Technology (MAKAUT), West Bengal (formerly known as West Bengal University of Technology) i.e. Percentage (%) = [(CGPA or DGPA – 0.75) × 10, irrespective of the Degree awarded by any University.
Caste category (General/SC/ST/OBC-A/OBC-B), provided by the candidate at the time of registration in the NATS portal (https://portal.mhrdnats.gov.in) as on the last date of application/receipt of email from the applicants, will be taken into consideration and no benefit of reservation will subsequently be made admissible at any stage of the selection process and during the entire training period.
The category of the candidates, claiming reservation in the selection process, will be subject to verification at the time of Document Verification Process and if any discrepancy is detected, the candidature of the candidate will be cancelled.
Candidates will have to produce their valid AADAAR CARD, issued by the competent Authority at the time of document verification.
All correspondences with candidates, pertaining to the selection process of the apprentices, shall be made through email or WBSETCL website (www.wbsetcl.in). No hardcopy will be sent by WBSETCL for this purpose. Responsibility of receiving, downloading and printing of any correspondence shall be that of the candidate. The WBSETCL will not be responsible for any loss of e-mail sent due to invalid / wrong email ID provided by the candidate or delivery of e-mails to SPAM / BULK mail folder etc.
Every candidate should have a valid email id & mobile no. and the same has to be registered with the National Apprenticeship Training Scheme (NATS) web portal (https://portal.mhrdnats.gov.in). The email id & mobile no. must remain active till the end of the training programme i.r.o. the selected candidates. WBSETCL will not be held responsible for any delay or non-receipt of any communication in case the email id or mobile no, registered with the NATS portal, is non-operational.
12. SELECTION PROCEDURE:
The List of candidates for Graduate Apprentice (Elect.) and Technician Apprentice (Elect.) obtained from the National Apprenticeship Training Scheme (NATS) web portal (https://portal.mhrdnats.gov.in), who have sent the email within
11.03.2022,will only be considered for subsequent selection procedure.
The selection shall be made based on merit (i.e. based on overall percentage (%) of marks secured in the qualifying examination) from the list of registered candidates, downloaded from the National Apprenticeship Training Scheme (NATS) web portal (https://portal.mhrdnats.gov.in) and who have submitted email showing their interest to be engaged as apprentices under WBSETCL.
Initial Screening of the candidates will be made based on the details provided by them subject to verification and checking at later stage. Hence, it is necessary that the applicants should furnish accurate, full and correct information during registration on the National Apprenticeship Training Scheme (NATS) web portal (https://portal.mhrdnats.gov.in) and while submitting the email to WBSETCL. Furnishing wrong / false / incomplete information will lead to disqualification and the WBSETCL will NOT be responsible for any consequence arising out of furnishing such wrong / false information by the candidate.
The short-listed candidates will be called for document verification at Corp. Office of WBSETCL at Vidyut Bhawan, Salt Lake on the date & time, as to be intimated to him/her in his/her email id registered with the National Apprenticeship Training Scheme (NATS) web portal (https://portal.mhrdnats.gov.in). Failure by candidate to attend the document verification on the date & time at the venue will be treated as his/her unwillingness to accept the selection procedure for the Graduate Apprentice (Elect.)/ Technician Apprentice (Elect.) under WBSETCL and those candidates will not be considered in further Selection Procedure.
During the document verification process, the candidates will be required to furnish documents regarding proof of Identity, Date of Birth, Qualification, Caste Category etc.
Final selection of the candidates in each caste category will be made after verification of documents as per vacancy details mentioned above. Attending the documents verification by a candidate does not construe his/her selection as Apprentice with WBSETCL.
The selected candidate will have to sign contracts of apprenticeship training with WBSETCL through online mode as per rules of the BOPT on the scheduled date, time & venue to be intimated in his/her registered email. If the selected candidate does not turn up for singing up the contract of apprenticeship training, his candidature will be cancelled forthwith without any further reference.
No application for altering the date, time and venue for document verification and singing up the contract will be accepted.
GENERAL INSTRUCTIONS:
Before registering in the National Apprenticeship Training Scheme (NATS) web portal (https://portal.mhrdnats.gov.in) the candidate should ensure that he/she fulfils the eligibility criteria and other norms mentioned in the advertisement.
Request for change of mailing address / category / discipline / qualification once declared during registration on the National Apprenticeship Training Scheme (NATS) web portal (https://portal.mhrdnats.gov.in) will not be entertained.
Candidature of candidates is liable to be rejected at any stage of the selection process or even after execution of the Contract of Apprenticeship, if any information provided by the candidate during the registration on the National Apprenticeship Training Scheme (NATS) web portal (https://portal.mhrdnats.gov.in) is found to be false or is found not to be in conformity with the eligibility criteria so mentioned in the advertisement.
Any canvassing or personal follow up with an intention of inducing the process of selection of apprentice by and on behalf of any candidate shall lead to immediate cancellation of candidature.
The WBSETCL reserves the right to withdraw / cancel the advertisement / selection process if circumstances so warrant without assigning any reason thereof. The decision of the Company in all matters relating to selection process shall be final and binding of the candidate.
Any proceedings in respect of any mater of claims/disputes arising out of this advertisement can be instituted in Kolkata only and the Courts/Tribunals/Forums in Kolkata only shall have exclusive jurisdiction to try any such dispute.
No TA / DA will be paid to the applicants called for any stage of engagement.
